Indeed, when punching on the body of a washing machine in an accident, currents will go into pipes and into the ground.     Firstly, the pipeline is not a grounding device. The grounding device must have a certain resistance to the ground - only in this case it will fulfill its function. The pipeline, firstly, can have great resistance to the ground and, accordingly, it will not carry out the removal of dangerous potential to the ground. Secondly, it is highly probable that a tie-in from a plastic pipe was made at some place - and, accordingly, the dangerous potential will not go into the ground. In general, grounding serves to reduce the dangerous potential, that is, it does not exclude a completely dangerous potential. If the phase closes the pipeline and shows a voltage of 220 V, then this is a deadly potential and the neighbors will be shocked by electric current.

    I took the extension cord in more detail, I found the phase wire connected to it one end of the multimeter probe and the other end of the multimeter probe to the riser, the result is around 220 volts. Therefore, the riser conducts currents and they, as I understand it, go away. And there is no potential and phase on the riser, as you probably understood.
