As I understand it, the heating cable is laid directly in the pipe through which water flows. They practice lengthening the cable by means of a reliable contact connection and further sealing using heat shrink tubes, but I would not recommend doing this, since you will not be able to perform absolute tightness with heat shrink. And since the cable is mounted for a long time, after several years, under the constant influence of water, the connection may be depressurized, which is fraught with negative consequences - an electric shock.
It is preferable to connect the cable outside the pipe. That is, remove the cable from the pipe using a special gland to enter the heating cable, connect it outside the pipe, insulate it securely and then also lead the cable into the pipe through a special gland.
