It is also possible that one of the electrical appliances or one of the wiring cables gives a current leak, which, in the absence of a good grounding and protective devices that would disable the damaged area (RCD or difavtomat), spreads through a protective grounding wire throughout the apartment.
In any case, this is an abnormal phenomenon and life-threatening, especially during operation, the so-called "wet electrical appliances", which during operation have contact with water.
