Due to the fact that according to PUE 7, the TN-C or TN-CS grounding system must be used in all buildings under construction or under reconstruction, but you cannot technically do it now, therefore, electrical work must be carried out with the possibility of a subsequent transition to the TN-S system or TN-CS.

The main thing in the shield is insulate the ends of the "third" wires, which after 6 years, connect to ground. This is necessary so that for some reason tension does not appear on them. In this case, you can connect to outlets and equipment at least now, in principle!
