Should the cable cross-section be the same throughout the wiring?

The main wire from the meter to the distribution box is a cross-section of wires of 4 squares, then to lighting 1.5 squares, to sockets 2.5 squares. One friend said that if the main wire is 4 squares, then the rest of the wires should be of the same cross section. I do not get the point of it. Because the sockets to which you connect it are designed for current up to 16A.
