1. Did you measure the voltage in the socket with the same device and at the same time as you measured on the stand of the kettle?
2. When measuring voltage on the kettle stand, did you accidentally switch the multimeter to the direct current measurement mode?

If you make a mistake, this can happen. If you measured at the same time both in the socket and on the stand, then this can be either a measurement error or some kind of interference from nearby devices.

Check if the heater has burned out, for this, turn on the button (toggle switch) on the kettle and ring the contacts on its bottom.
