Connecting a house to two power grids

There is a settlement divided by a road. There is SNT on one side and a village on the other. I have a house on the side where SNT. The problem is that often in winter, because of accidents, the lights are turned off and the phases are often skewed (250, 240, 220). There is very little light in the village, but sometimes there is a low voltage. The electricity supplier is one and we pay for the light in one place with the village. Question: can I connect through the electricity meter to the village and to the SNT? The point is that when problems with light switch temporarily to another line?
