Not necessary. The current transformer can also work in load mode. In the short circuit mode, the inductive resistance of the primary winding decreases and the primary current increases. In practice, an ammeter is connected to the secondary winding, as its internal resistance is very small - this mode of operation is equated to a short circuit mode. If the tr-r current operates in the idle current mode, then the primary winding current becomes equal to the magnetization current, the tr-r is heated and may fail.
