Why is the voltage across the ROM terminals different?

Hello. Why do I have 12 V and 24 V written on the ROM-2.0 / 12.0 in start-up mode on the terminals, and you measure with a multimeter it shows 22 V and 44 V.

    Because you measure the voltage when the ROM is without load. All inexpensive ROMs have such a problem.
