Good afternoon! In the workshop at the cottage, a metal table-workbench 3m x 0.6m. He is standing on the floor of plywood painted with meerk, there are no connections to the table. He sat, soldered the capacitor, his foot touched the leg of the workbench - electric shock! I measured the phase in the outlet and on another probe on the table - 190 Volts! I measured 0 in the outlet and on the table - 1 Volt. No grounding. Where does the potential come from?

Hello! Is the workshop raw? Table with iron legs? Perhaps the floor is damp. There is no potential on the table. 1 Volt in such a measurement limit can be induced. And it beats because your soldering iron is under potential. Most likely the indicator will show the phase on its case.
