    It all depends on the design of the voltage regulator. There are stabilizers with a feed-through neutral (common zero, inside there is simply a jumper between the input and output terminals), and there is an isolation transformer (input and output zero are separated). But in any case, I would not recommend combining the zero terminals, since it is not known which circuit of this stabilizer and if it is connected incorrectly, it may not work correctly. If the manufacturer provides two separate terminals for input and output - there and connect. Moreover, this makes no sense - usually each terminal is designed to connect one cable core.
