Weak input cable to the house from the meter

Hello, I have such a question. We bought an old house, we decided at the same time with the repair to change the wiring throughout the house. We figured out how many groups, protective devices there will be in the shield, decided on the cable sections in these groups (as it should be 1.5 square mm - light group, 2.5 - socket). But, after inspecting the input cable coming from the street from the meter and the input machine (40 A) into the house, it turned out that it was only 2 square meters. mm, copper. I believe that all the protective devices installed in the house will be useless with such a power cable, which is “protected” by a 40 A automatic machine. I would like to know your opinion about this, as our electricians from electric networks claim that this is normal. They say that you can change to whatever you want for your money (the street sign is sealed), but in general they have the right to put a seal if such an input cable is installed? Please tell me what you think about it. From consumers it is planned: light, an electronic gas boiler, a refrigerator, a washing machine, a microwave, a kettle, a computer, a TV, several outlets around the house, a socket in the yard, which will sometimes include a welding inverter or angle grinder and possibly a small circular jointer machine with a capacity of 2, 2 kW, bath.     The seal should be in any case, if you remove it without permission, you will be fined. You need to contact the supplying organization that made the connection and clarify about the possibility of replacing the cable with a larger cross section - they will tell you what is needed for this.
    If the input circuit breaker is at 40 A, then the cable should be of a larger cross section, since this current is large for such a cross section. In this case, either the error was on the part of the electricians who connected, or initially there was a machine with a lower nominal value, and then they simply replaced the automatic machine with a higher nominal value, ignoring the fact that the cable is of low cross-section.
    Decide what kind of power limit you need per house based on the power of those electrical appliances that you will operate and contact the supplying organization to replace the cable with a section that will correspond to the power limit defined for your home.
