How to make change the input cable to the apartment?

Hello dear! I would like to find the answer to the question about the input cable to the apartment on the 1st floor. 10 years ago they changed my cable to the apartment due to the flooding of the basement from one of the apartments on the 1st floor and put a 4-core 6mm aluminum cable. 3 energized 1 without and a bunch of jumpers. Tell me how can I diagnose this to change the wiring?

    Hello! What exactly is diagnosed? Everything is correct - 3 phases and zero. Jumpers between what and what are installed? Are you going to change the wire? Specify the problem.
