Do you want the spotlight to work regardless of whether the switch is on? Then you need to connect the zero and phase directly to the spotlight, and the zero and phase to the lamp that comes from the switch. If you want the lamp to be turned on when the switch is turned on, and the spotlight worked only when the switches are on, then connect both lamps in parallel between zero and the phase that comes from the switch.
