If the heating elements are serviceable and not broken into the case, then proceed to assembly. If the heating element is 2, then the wires usually come out of them 4. The heater is inserted into the outlet, at one end is the plug, and on the other the wires are connected to the terminal blocks in the heater and there are usually 3 of them - phase, zero and ground (yellow-green).
So two wires from the heating elements are connected directly to zero (one of the plug pins), and the second pair of heating elements wires is connected to the extreme contacts of the toggle switches., The wire from the thermostat (such a thing with a twist is a temperature controller) is connected to the middle contacts of the toggle switches, phase (second the plug pin) is connected to this bimetal, and from it to the other contacts of the toggle switch.
