What to do if the Atlant refrigerator does not turn off?

The refrigerator 2-chamber Atlas does not turn off. Inside, on the back wall, a “fur coat” freezes at the top, and below the products on the shelf are warm. The master suggested putting a leaf on the wall for 5300 p. Are there any repair options?
