What is the error connecting the hob?

Hello! Tell me, what could be the error when connecting the Bosch PKE645B17E hob? There is a three-phase line: before connecting to the panel, the indicator shows the voltage on only 3 phase wires, but after connecting the cable to the panel, the indicator starts showing voltage on the neutral wire and the hob does not work. The panel itself is working, I suspect that the problem is in the zero wire. The panel does not produce any errors, just does not respond to clicks. When connected to one phase through a conventional outlet, it works.
