When checking in a PM with a 380 V coil, the start button on the button shows the opposite phases. But when you turn on the short circuit does not happen! What is the reason?

Which short circuit? If you have a circuit like this: Phase A - button for turning on the coil - coil for 380 - phase B, then all the voltage between phase A and B (380V) will be applied to the coil! Where is the short circuit from?
