Why are the lamps in the apartment dimly shining?

Hello! In my apartment the dim light is on, i.e. 60 W lamps stand everywhere, in the chandelier room 3 lamps are also all 60 each. We have to turn on the sconce, because it is very dark in the evening. The electrician called, said that if there was a reduced voltage, the devices would not work. Even I know that devices will work under reduced voltage. I would like to understand and explain to another electrician what needs to be checked, since there are such electricians inexperienced in the housing department. Maybe the wiring is old, in old houses there is always a dim light

You need to measure the voltage in your apartment, and then make a conclusion about whether it is reduced or not. In general, under reduced voltage, an electric stove, microwave, kettle heats much worse. If the voltage is normal, then put more powerful lamps. If incandescent lamps cannot be installed in luminaires larger than 60 W, then brighter energy-saving or LED ones can be supplied.

Faced with electricians ZhEK-mi the same))) make so that when you use a multivoltmeter to measure voltage, if you say that there is no device, look for an electrician among your friends)) yes it should approximately show from 210-240 Volts

P.S. Yes, you can measure at least where (in the outlet, for example)
