Why do spotlights on the ceiling blink?

There are 8 spotlights on the ceiling. 4 work fine, and when you turn on the other four, all 8 start blinking. What is the problem? Tell me please.

    If the connection is made the other way round, so that it is the phase conductor that is connected directly to the lamp, a flashing effect may occur when the switch is off.
