Why are LED lights blinking in pairs?

Hello! When you connect a pair of LED lights mr16 12v 4.8w through the power supply 12v 15w, they begin to flash about 1 time per second. If you connect one lamp it lights up normally, the connection is parallel. Why is the pair of LED lights blinking?
