Voltage drops in winter

Hello! Often the voltage jumps in the network (from 190 to 270 V). Gardening is connected from a step-down transformer 10KV / 3phase x 220V. Could this be from overload on one of the phases relative to the others (not all come in winter, and those who arrived can be connected in one phase)?
