The danger of laying a transit cable in the basement

A 150 kW transit cable is laid in the basement of a residential building. According to PUE 7.1.42 it is forbidden. From a security point of view, what could be the consequences? Is it possible for stray currents to occur and accelerate corrosion of water pipes?

    Yes, if this is really a transit cable and it does not power the consumers of your house, then laying it in the basement of a residential building is prohibited. It is possible that there is a leakage current, which is dangerous from the point of view of fire safety and electrical safety. Also, it is impossible to exclude the possibility of cable damage due to protection failure at the power substation, which could result in fire.
