But there is MGSN 4.07-96 “PRESCHOOL INSTITUTIONS” and MGSN 4.06-03 “GENERAL EDUCATIONAL INSTITUTIONS”, the latter in clause 13.3. It is said that all wiring except for technical rooms should be carried out covertly.

As for the Internet cable - a moot point, I can’t find a link to the regulatory document, but it is obvious that in most schools, universities, etc., it is laid in cable channels.

How are you going to lay it on the floor? Usually on a wall or over a baseboard. Common sense tells you that in the educational institution, you can not wiring on the floor.
