I have an apartment kitchen and a garage. Everywhere there are 220V meters and different phases. Can I make myself 380V from these counters in the garage. If so, how will they calculate and whether it should be agreed upon. 380V is needed to connect a lathe.

They wanted to carry 380v-10kw into the garage, for some documents they requested 80 thousand. A 7.5 kW turning engine for such power is also not cheap.
