The printer motor is working incomprehensibly

Good evening! Can you tell me why the motor vibrates a lot and does not rotate when connected to a 12-volt power supply, and when connected to a 19-volt it works properly !? Thank!!!

    Most likely a tight stroke in the bearings, check the engine model and its passport data.
