    If the limit of power consumption is 3 kW, then you can no longer turn it on. That is, the maximum power of the electrical appliance, including the welding one, is 3 kW and that if other electrical appliances are turned off. Plug in a lot of power into the network - your machine will simply knock you out.
    In your case, you only need to increase the power limit defined for your home - this is done in your supply organization (e-networks). In principle, the welding machine does not work for long and if the load on the wiring is exceeded, the machine will not turn off immediately, but after a while, depending on the overload. That is, for a short time you can work. But in order to work fully and at the same time not to restrict the operation of other home electrical appliances - the only option is to increase the power limit for your home.
    If there is no way to increase the limit, one of the options for welding semiautomatic devices up to 3 kW is Wert MIG 120. Its power is 2.1 kW.
