Which meter to choose under reduced voltage?

We have a voltage in the network from 160 to 180 volts. No one wants to fix this problem. Advise a meter that works from 170-180 volts. In other words, is there a meter that does not take into account electricity below the threshold of 180-190 volts? Thank.
