Input in the apartment panel 25A, (hereinafter the question).     The voltage relay is placed one step larger than the machine in front of it. In your case, 32 A.

      And the relay needs to be set in front of the home introductory at 25A and another question, and no additional protection is required for it? And if instead of this, 25A will it be better to put a difavtomat with the same face value of 100Ma or not?

        The relay is placed after the introductory machine, the machine standing in front of it is a protection. If there is a third grounding conductor, then the difavtomat can be delivered, but still after the introduction.
