How much electricity is allocated to the apartment?

I bought an apartment in a five-story building built in 1976. I replace all the wiring in the apartment. The input cable was laid by VVG-NG 3 * 6 GOST. The chief engineer came from the management company, says that according to some law, 2.8 kW of power is allocated to the apartment and that because of people like me, then the old aluminum wiring from the access risers burns. He says that no ovens and washing machines cannot be turned on at the same time, and all the more so are thermal convectors. Where to find out what power is actually allocated to the apartment? What rules and laws do these govern? Due to the fact that the management company is not engaged in any replacement of wiring, should we now give up all human benefits?
