    220 Volt Heater? Connect the yellow-green wire to the PE (ground) terminal, the blue to N (zero) remaining to the L terminal (phase).

    That's right, but I’ll make my 5 kopecks. Most likely this heater should have a switch to 4 positions:
    1 ……… off
    2 ……… L1 low power
    3 ……… L2 average power
    4 ……… L1 + L2 high power
